The Ship for South East Asian Youth Program (SSEAYP) 2008


What is SSEAYP?

The Ship for Southeast Asian Youth Program (SSEAYP) is based on the representative joint statements issued in January 1974 between Japan and the Republic of Indonesia, Malaysia, the Republic of the Philippines, the Republic of Singapore and the Kingdom of Thailand. Negara Brunei Darussalam, following its full independence and its admission to the Assocation of Southeast Asian Nations (ASEAN) in January 1984, joined the program in 1985. The Socialist Republic of Vietnam joined in 1996, following its admission to the ASEAN in July 1995, and the Lao People’s Democratic Republic and the Union of Myanmar joined in 1998 after having been admitted to the ASEAN in July 1997. Furthermore in 2000, the Kingdom of Cambodia also joined this program following its admission to the ASEAN in April 1999. This program is carried out by the Government of Japan with the active participation and cooperation of these ten Southeast Asian countries.

1. Purpose

The purpose of this program is to promote friendship and mutual understanding among the youths of Japan and Southeast Asian countries to broaden their perspective on the world, as well as to strengthen their motivation and abilities in international cooperation by participating in discussions, introductions of each country, and various exchange activities both on board and in the countries to be visited. In addition, the participating youths are expected to progress with leadership positions in youth activities and various other sectors in their own countries after this program.

2. Outline of the Program

--> Schedule : SSEAYP annually lasts for a period of 51 days, usually starting in early September and ends in late October.

--> Activities on board the ship
The youths participating in this program (Participating Youths or PYs) shall take part in the following activities according to the schedule decided by the Cruise Operating Committee (COC):
a) Discussion Program
b) Solidarity group activities
c) Club activities
d) Introductions of each country
e) Lectures
f) Studies for a safe voyage, including lifeboat drill
g) Other activities approved by the COC

--> Activities in the countries to be visited
Such activities as listed below shall be conducted according to the programs arranged by the respective governments (or the Reception Committees):
a) Courtesy calls and Receptions
b) Homestays
c) Parties on board, Open Ship
d) Programs of institutional visits and interaction with local youth
e) Other activities arranged by the respective governments/Reception
Committees (Implementation of other activities shall be carried out only when
the program has sufficient spare time after activities listed above.)

--> Working language

English is the working language throughout this program.

3. Participating Youths

The PYs for the program should be:

a) Between 18 and 30 years of age as of April 1, 2005. (This is not applied to the
PYs of SSEAYP in 2001.)
b) Able to participate throughout the program.
c) Having a command of English to participate in the activities both on board the
ship and in the countries to be visited.
d) In good health both physically and mentally.
e) Cooperative and adaptable to an orderly group life.
f) Having good understanding and interests in the countries to be visited.

Fulbright Student Fellowships for 2009-2010



The Public Affairs Section of the U.S. Embassy is pleased to announce the opportunity to compete for 2009-2010 Fulbright Student Fellowships for graduate study in the United States leading to a Masters degree or a Ph.D. Fellowships are awarded on a competitive basis to qualified candidates under the auspices of the J. William Fulbright Foreign Scholarship Program, subject to the availability of funding. The Fulbright Program was established in 1946 by the U.S. Congress as a means “to increase mutual understanding between the people of the United States and the people of other countries.” For more than sixty years the Fulbright Program has provided opportunities for foreign nationals to study, teach and pursue research in the U.S.
To be eligible, applicants must:

- Have a strong academic background and a record of excellence in previous studies;
- Have completed a Bachelor’s degree from a recognized college or university for those applying to study in the U.S. for a Master’s degree program, or have a Master’s degree from a recognized college or university for those applying to study in the U.S. for a Ph.D. program;
- Be proficient in English (minimum score of 570 on TOEFL or ITP, or 230 on computer-based TOEFL), or 88 on internet based TOEFL;
- Demonstrate ability to adapt readily to a foreign environment;
- Be in good health and able to undergo a rigorous study program; and
- Have no previous study experience in the United States.

Fulbright Student Fellowship grants provide round-trip transportation to the United States, as well as tuition, fees and living expenses for full-time graduate study. Grant provisions do not include financial support for dependents.
Application Instructions
Applicants who do not already have an official TOEFL score of 570 or above should plan to take the Institutional TOEFL Practice (ITP) on March 22, 2008 at the Royal University of Phnom Penh. Registration for the ITP is available through the Educational Advising Center at RUPP (room 103) from Monday-Friday, with a registration deadline of March 12, 2008. The next ITP available will be April 26, 2008, with registration deadline of April 16, 2008. Please contact Mr. Hang Chanthon for registration of the ITP at 023-448-320. Students receiving a 570 or above on the TOEFL or ITP are invited to apply for the Fulbright program online. The Fulbright Selection Committee will only accept online applications, which will be due by June 6, 2008. Applicants must submit all required supporting documents and test score reports directly to the Fulbright Committee of the U.S. Embassy Phnom Penh. 9th International Women in Asia (WIA) Conference: Transition and Interchange

School of Languages and Comparative Cultural Studies, University of Queensland, 29 Sept – 1 Oct 2008 calls for nominations for --> Women in Asia: Emerging Researchers Showcase

Nominations are sought from outstanding early career researchers to attend the Ninth International Women in Asia (WIA) Conference as keynote speakers. We are seeking scholars who are emerging leaders in their fields, undertaking innovative, exciting research on cultural issues. The successful applicants will present their research in one of the conference plenary sessions, receive a substantial contribution towards their travel and accommodation costs, and be given keynote billing for the conference.

The Emerging Researchers Showcase is supported by funding from the ARC Asia Pacific Futures Research Network (http://www.sueztosuva.org.au/ ) . In 2008, the APFRN signature theme is 'Crossing Borders of Cultural Meaning in the Asia Pacific (culture and religion)' and we therefore specifically invite nominations for the Emerging Researchers Showcase in the fields of religion and culture.

Applicants should submit a CV and a statement of no more than two pages in length including a 250 word abstract of their proposed presentation, and explaining their reasons for wishing to participate, how they will benefit from participation, why they should be selected, and the names and email addresses of two referees who would be willing to provide a reference by email.

Applicants must have received their Ph D by April 1st, 2008, and no earlier than April 1st, 2003.

ADB - Japan Scholarship

The Asian Development Bank (ADB) - Japan Scholarship Program (JSP) was established in April 1988 with financing from the Government of Japan. It aims to provide an opportunity for well-qualified citizens of ADB's developing member countries to pursue postgraduate studies in economics, management, science and technology, and other development-related fields at participating academic institutions in the Asian and Pacific Region. Upon completion of their study programs, scholars are expected to contribute to the economic and social development of their home countries. The ADB-JSP enrolls about 300 students annually in 20 academic institutions located in 10 countries within the Region. The ADB-JSP provides full scholarships for one to two years.

Master in Public Administration Scholarships at the Lee Kuan Yew School of Public Policy (LKYSPP) and at the National University of Singapore (NUS)

The 1-year Master in Public Administration (MPA) programme provides an intensive, interdisciplinary course of study for experienced professionals who wish to acquire new knowledge and skills to enhance their leadership and managerial capabilities. This innovative programme can be taken full-time or part-time.

The scholarships below are offered on a competitive basis. Applicants must have good academic and professional records. They must also have demonstrated leadership and a desire to contribute to public service. Not all the awards will be made unless thereare candidates of sufficient merit. Scholars may not concurrently hold any other scholarship, fellowship or award without the prior approval of the School. There is no bond or obligation for the scholar to be employed by NUS or in Singapore, except for the Lien Foundation scholarship.

Attention! The following items are covered by the terms of the relevant scholarships:

- A monthly stipend throughout the period of the award
- A one-time book allowance
- A one-time settling-in allowance
- Shared housing
- Tuition, health insurance, examination and other approved fees

Lee Kuan Yew School of Public Policy Graduate Scholarship

The Lee Kuan Yew School of Public Policy Graduate Scholarship is available to full-time students who have demonstrated leadership and a desire to contribute to public service. CapitaLand LKYSPP Scholarship

The CapitaLand LKYSPP Scholarship is available to full-time students who are citizens of ASEAN countries (except Singapore), India or the People’s Republic of China. The Hefner Scholarship is available to full-time students who are citizens of the People’s Republic of China or the United States of America.

The Lien Foundation Scholarship for Social Service Leaders aims to groom talent, build capability in the social service sector and develop outstanding leaders to serve the community. It is available to full-time and part-time students who are Singapore citizens or permanent residents.

The Scholarship provides for:

- A monthly allowance (for full-time candidates only) throughout the period of the award
- A one-time book allowance
- Tuition, health insurance, examination and other approved fees
